What is a Woman – The Gotcha Question:
The question ‘What is a Woman’ is posed as a ‘gotcha’ question delivered from a trans-hostile politician or journalist. Its effect is to:
- Dehumanise & delegitimise transgender women.
- Undermine cisgender (non-trans) people, especially women who are allies or supporters to the transgender, non-binary and gender diverse community.
The aim is to make a politician uncomfortable and to be able to claim, ‘How can Labour be expected to be in government if they don’t know what a woman is”.
What is a Woman – Key Points:
More often, the question is used in the context of a heated political debate. Some people believe that transgender women are not “real” women and shouldn’t have access to certain spaces or rights. They might ask this question to challenge the idea of transgender identities.
There isn’t a single, universally agreed-upon answer. It’s a complex issue with biological, social, and legal aspects.
- Biologically, sex is likely determined by chromosomes and anatomy. However, “sex” is not defined in law.
- Socially, “woman” is a term with cultural expectations and experiences.
- Legally, In the UK we recognize a change in gender identity by way of the Gender Recognition Act – introduced by a Labour Government in 2004.

If asked this question by the press or media, the key is to have a simple response that doesn’t fall into their trap and answers the question. Our suggestion is as follows:
- The overwhelming majority of women identify the way they are born, but just 0.5% are trans women. of course, there are differences, but they are all women.
There is a chance that a persistent interviewer may counter with “’but does that mean a woman can have a penis?’ Can we suggest:
- “A tiny number of women are trans women, and they would have been born with a penis – that’s what makes them trans women, but they transitioned. There is far more to being a woman than just their genitals. Quite rightly, no self-respecting feminist wants to be defined by their body parts.”
We believe that if all politicians stick to a prepared answer that avoids any awkward stumbling (that shows a clear, uncomfortable response), the question will soon disappear once it continually fails to achieve the interviewer’s required response.

We note that Angela Rayner has given a response, not dissimilar1, and even though it is a very good response, it may be preferable to avoid the use of ‘biological’ as Gender Critical now uses that word to exclude all trans women.
Angela said:
- We have biological women, and we have trans women. And they’re both women: one is a biological woman through sex, and one is a trans woman who has transitioned. Most of the public can get that”

It may also be helpful to note the Cambridge English Dictionary’s definition of a woman2:
An adult who lives and identifies as female although they may have been said to have a different sex at birth.

- Acknowledge the Complexity: “The question ‘What is a woman?’ is complex and multifaceted. It’s important to recognise that gender identity is deeply personal and can vary from person to person.”
- Focus on Human Rights: “Trans women, like all people, have the right to live their lives free from discrimination and violence. It’s essential to support policies and practices that protect the rights of all women.”
- Educate and Inform: “Understanding gender identity requires education and open-mindedness. I encourage everyone to learn more about the experiences of trans women and the challenges they face.”
- Promote Inclusivity: “Inclusivity means recognising and valuing the identities of all women, including trans women. By fostering an inclusive society, we can create a more just and equitable world for everyone.”
